Effective partnerships: how to institutionalise cooperation and boost community development

Regional Development Agency of Lviv Region is continuing its series of practical online seminars as part of the Resilience of the Institutional Capacity of International Territorial Cooperation Entities and Participants in Lviv Region project (UCORD).
The latest seminar addressed the topic of the institutionalisation of partnerships. Participants discussed how to build sustainable partnerships, the tools used by the European Union for this purpose, and how this experience could be applied in Ukraine.
The speaker was Viktor Borshchevskyi, Doctor of Economics, Professor, Head of the Public Administration Department at the Ukrainian Catholic University.
During the seminar, participants discussed the role of partnerships in the EU policy framework, particularly trade, transport, agriculture, and regional policies.
Special attention was paid to the evolution of the institutionalisation of partnerships in the European Union and their importance for regional development in the EU and candidate countries.
The seminar also covered opportunities for applying European experience in the Ukrainian context, including in the process of Ukraine’s European integration.
The practical part of the seminar focused on the mechanisms and tools for the institutionalisation of partnerships, the organisational framework for partnerships, and practical cases of establishing and developing partnerships.
In this context, a partnership is not merely an agreement between the parties. It involves shared objectives, clear rules of collaboration, defined roles, and mechanisms that help to translate cooperation into tangible results for communities.
These approaches are particularly important for local and regional development, as sustainable partnerships help communities to build institutional capacity, attract new resources and opportunities, and engage more effectively with Ukrainian and European partners.
