“Principles of State Regional Policy”: The Second Seminar Held as Part of the UCORD Project on 19 May

The speakers at the event were:
Vitaliy Protsenko – Director of the Department of Regional Policy and Territorial Reintegration at the Ministry for the Development of Communities and Territories of Ukraine
Svitlana Shuts – Doctor of Economics, Professor, Institute of Regional Research Named after M.I. Dolishniy of the NAS of Ukraine

The seminar focused on the current reforms in Ukraine’s regional development policy.

Discussions addressed key areas, including simplifying the system of strategic documents at regional and local levels, aligning strategic planning for state regional policy with spatial planning, and introducing security-focused and place-based strategic planning.

Moreover, the participants gained a detailed understanding of Ukraine’s state regional policy.

The seminar also covered the mechanisms for funding public policy

  • interbudgetary transfers from the state budget to local budgets;
    •the pooling, on a contractual basis, of the financial resources of state regional policy entities and public and private partners, in accordance with the principles of public-private partnerships and international institutions;
    • capital expenditure from the state budget;
    • government-funded programmes;
    • regional recovery and development plan;
    •regional development programmes;
    •regional development projects.

At the end of the seminar, new priorities for the modernisation of state regional policy were outlined.

Representatives of authorities, local governments, experts involved in international cooperation, representatives of civil society organisations, academics, and other stakeholders attended the event.
