LIFE-U-SPRINGBOARD: the fifth thematic seminar entitled Budget Process at Local Level: Planning and Use of Funds for the Financial Support of Water Supply and Wastewater Treatment Companies

12-13 February marked the fifth thematic seminar entitled Budget Process at Local Level: Planning and Use of Funds for the Financial Support of Water Supply and Wastewater Treatment Companies. It was organised by the Regional Development Agency of Lviv Region and Ukrvodokanalecology as part of the LIFE-U-SPRINGBOARD project.

Speakers at the event were Olha Bordun, Deputy Head of the Budget Management Department and Head of the Consolidated Budget and Interbudgetary Relations Division of the Finance Department of the Lviv Regional State Administration, Serhiy Kovpak, Deputy Head of the Department and Head of the Revenue and Economic Analysis Division of the Finance Department of the Lviv Regional State Administration, Olena Kolesnyk, an expert on financial and economic issues at the Ukrvodokanalecology Association, and Iryna Perehinchuk, an expert.

Over the course of two days, seminar participants had the opportunity to learn more about the budget process at the local level, budget revenue formation and execution, as well as planning and use of funds to financially support water supply and wastewater treatment companies. Apart from that, the seminar addressed the main principles of tariff setting for centralised water supply and centralised wastewater treatment according to the Resolution No. 869 of the Cabinet of Ministers of Ukraine and comparison of approaches to tariff setting for water supply and wastewater treatment: Ukraine, Poland, Germany.

Participants had an opportunity to ask the speakers questions and share their experiences and opinions. The seminar was held with the expert support of the Finance Department of the Lviv Regional State Administration.

As a reminder, the international LIFE-U-SPRINGBOARD project is being implemented under the LIFE Programme and funded by the European Union. It aims to promote sustainable water supply, modernise water treatment systems, and strengthen the institutional capacity of water utilities and local governments.
