Strategic Planning in the European Manner: Start of a Study Tour in Italy

The first day of the five-day capacity-building programme Strategic Planning Bootcamp for Ukraine’s Regional Development Agencies began in Rovereto (Italy). The Programme was organised by the UCORD project in cooperation with the Organisation for Economic Co-operation and Development (OECD), the European Association of Development Agencies, and Trentino Sviluppo, a EURADA member organisation.

Participants — representatives of the Ministry of Economy of Ukraine, the Ministry for Development of Communities and Territories of Ukraine, regional administrations, and regional development agencies — began familiarising themselves with key European approaches to regional development at:
— Training sessions by the OECD Country Programme for Ukraine on supporting reforms in Ukraine related to recovery and reconstruction
— Training by EURADA (Roberta Dall'Olio) on the role of RDAs in the multi-level system of state regional policy and strategic planning
— Workshop by Professor Alberto Bramanti, who explained the differences between regional and territorial development and shared the experience of the province of Trento in implementing regional policy
— Practical cases from the Italian (Trentino Sviluppo) and Portugal (ADRAL) RDAs on the role, structure, functioning, and potential of development agencies.

The first day provided the foundation for a deeper understanding of how institutions can effectively coordinate efforts in strategic planning — from data analysis to policy implementation.

Ahead lie practical workshops, thematic sessions, and exchanges of experience that will strengthen the potential of Ukrainian RDAs and promote qualitative changes in the regions of Ukraine.
