International territorial cooperation: forms and types

We are continuing our series of posts in the framework of the UCORD project. Today, we focus on the forms and types of international territorial cooperation in Ukraine.

International territorial cooperation may be carried out through:

•establishing new bodies for international territorial cooperation or accessing to existing ones;

•concluding agreements on international territorial cooperation in specific areas;

•developing and implementing joint initiatives, activities, projects, programmes, and strategies in specific areas;

•establishing and developing mutually beneficial contacts between entities and participants in international territorial cooperation, in particular through intergovernmental commissions, councils, and working groups.

International territorial cooperation is divided into three types:

1. Cross-border cooperation. This refers to cooperation between border regions of Ukraine and neighbouring countries (i.e. those we share a border with). It aims to address common local issues and promote the development of these areas.

2. Interterritorial cooperation. This refers to cooperation between regions of Ukraine and regions of other countries that are not neighbouring ones (with which Ukraine does not share a border). The main aims are to exchange experiences and to develop and implement joint projects.

3. Transnational cooperation. This involves broader cooperation between Ukraine and other countries within the framework of large areas or macro-regions, e.g. a sea basin or a large European region. It is designed to address large-scale economic, social, or environmental issues.
